Join us on 19 November 2026, from 14:00 to 15:00 CET, for the first webinar in the SPARROW series, exploring how digital simulation tools can strengthen critical infrastructure resilience.

Energy, telecommunications, transport, and other essential services are closely interconnected. A disruption in one network can trigger cascading effects across others, making it vital to understand these dependencies and prepare for potential failures.

The European SPARROW project develops digital tools to help emergency stakeholders prepare for, respond to, and recover from crises. This webinar will introduce three complementary tools:

  • CITWIN – City Digital Twin: Provides a virtual representation of a city and its critical infrastructure, enabling users to simulate digital disruptions, explore response decisions, and assess changing vulnerabilities.

  • CIS – Critical Infrastructure Simulator: Models infrastructure interdependencies and cascading effects, showing how disruptions can spread across power, telecommunications, and road networks.

  • VASE – Vulnerability and Recovery Assessment Engine: Assesses infrastructure vulnerability and recovery capacity, with additional capabilities to evaluate the socioeconomic impact of disruptions.

The programme will include an overview of EU policy, an introduction to SPARROW, and presentations of each tool, followed by a joint wrap-up. Speakers will bring expertise from the Resilience Advisors Network, the University of Cyprus, and Resilience Guard.

The session is intended for local authorities, emergency services, critical infrastructure operators, and professionals working in crisis management and urban resilience.
